The driver with the highest number of wins will be crowned Formula One champion this year, it has been decided.A new rule is being introduced to the sport by governing body the FIA and will apply only to first place, with the rest of the standings relying on the traditional points system.Under the procedure, reigning champion Lewis Hamilton would not have won the 2008 title, as Felipe Massa had a greater number of victories than the Briton.As a result, Hamilton is no longer the favourite for the 2009 championship, with Massa's Ferrari teammate Kimi Raikkonen now expected to take the crown.Paddy Power has the Finnish racer, who won the title in 2007, at 3/1, while punters can get odds of 7/2 with Bet365.Formula One boss Bernie Ecclestone had been pressing for the plans to go ahead in order to encourage more overtaking and risks.However, the existing points system will continue to apply for the constructors' championship.
